ArcMap using ArcGIS Online Premium Content

Hello,

I've created a map using some of my organizations information within ArcGIS 10.2.2 for Desktop. I've also added the ArcGIS Online Premium Content map "2016 USA Crime Index". When I view this map online I'm able to filter based on the crime rate information and also to select different areas to display their crime rates. The information from "2016 USA Crime Index" will display on my ArcGIS Desktop's map, but I'm unable to interact with this information in anyway beyond displaying it. I'm unable to use this information with any of the Toolboxes. I've tried to convert it the "2016 USA Crime Index" to a feature layer, but I get an 000229 error stating that the file could not be opened even though the file is in the location specified.

Any help would be greatly appreciated!
