topic NGA DNC (VPF Database) in Data Management Questions

I downloaded General, Coastal, Approach and Harbor DNC's from dnc.nga.mil and am reading them into Arc Map/Catalog 10.1 using the Data Interoperability extension. During the process, I get warnings "Could not read 'scale' from table '...\lht'; but in the respective LHT's (Library Header Table) there IS an integer value 'scale' (set to 10 for the one I'm looking at).

[Question] Does anyone know why this would be occurring and what impact it will have when I load the data into an ArcMap map?

I did notice that the first map didn't know its coordinate system and I had to re-run import with the coordinate system manually set; along with setting the coordinate system for the map to match. Before doing that the text was always "full size", such that the map was just a black blob of text when zoomed out.

[Question] Does anyone know if DNC's use a coordinate system across all maps, or does it vary from area to area? I.E. NAD around North America and a different system around Africa, etc?
