Can't find city name on reverse geocoding in France

Hi everyone,

I am using ArcGIS API for Flex + World Locator (http://geocode.arcgis.com/arcgis/rest/services/World/GeocodeServer/reverseGeocode).

I first had trouble getting data on the country, but now I'm using the three first characters of "Loc_name", as "CountryCode" is always null.

I have another problem: I noticed that the name of the city is in "Admin1" and the address in "Address".

However, for some places in France, the "Admin1" field is empty, or filled with something else (Paris and Lyon). Nothing indicates the city. For example (http://geocode.arcgis.com/arcgis/rest/services/World/GeocodeServer/reverseGeocode?location=+2.36,+48.84&distance=1000&outSR=&f=json) => Admin1 indicates "5e arrondissement", wich is not the name of the city. Same thing for Lyon (http://geocode.arcgis.com/arcgis/rest/services/World/GeocodeServer/reverseGeocode?location=+4.85%2C+45.75&distance=1000&outSR=&f=json).

For other places, the name of the city is empty, for example: (http://geocode.arcgis.com/arcgis/rest/services/World/GeocodeServer/reverseGeocode?location=+0.712720,+47.272002&distance=1000&outSR=&f=json). We have the address, the postal code, but no indication concerning the city.
