ArcSDE Server Event ID 109 error in Application Log

We have an ArcSDE installed on a Windows SQL 2005 installation. There are 11 SDE services that are successfully running. We have one service which will not start and generates a Event ID 109 in the Windows Application Log. Unfortunately, the description of the event is:

The description for Event ID ( 109 ) in Source( esri_sde_...) can not be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. You may be able to use the /AUXSOURCE= flag to retrieve this description; see Help and Support for details. The following information is part of the event: .

The comment about a remote computer is a red herring as I'm viewing the Application Log on the SDE Server itself.

So my questions are:
Has anyone seen an Event ID 109 on an SDE Server before and fixed it?

Does anyone know how get the Application Log to display the useful description of the error?
