Another one (not recommended), would be to duplicate the data and provide access to the copy of the data that should only view it and implement some synchronization mechanism.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

If you have a license for Standard or Advanced you could consider using SQL Express with ArcSDE.
