I have a client that is also having this issue. I thought initially that it had something to do with locally built address locators (that used replicated data) so I re-built them from scratch. A dual-range, single house and a composite were re-built. He was at ArcGIS 10 service pack 3, so I also installed service pack 5 thinking that might have something to do with the issue.

...and the same message popped up again:

After looking at the Depreciation Plan for ArcGIS 10.1 and ArcGIS 10.2 (http://downloads2.esri.com/support/TechArticles/W28703_DEPRECATION_PLAN_FOR_ARCGIS_10_1_and_10_2__Updated_for_10_2_1d_final.pdf), I found this on page 5:

"Esri will end support for the legacy ArcGIS Online geocoding and routing services hosted on tasks.arcgisonline.com on December 31, 2013..."

What it doesn't say is how to replace/update for those of you still using ArcGIS 10. I can't find anything on this online and it seems like it would be quite annoying for this the message to continue to pop-up. So far, it has come up during an edit session as well as when he closes ArcMap.

If anyone has a solution, please share.

Thanks,

I followed the below workflow on a Windows 7 PC with ArcGIS 10 SP 5 and it worked just fine.

1. Go to http://support.esri.com/cn/knowledgebase/techarticles/detail/40542 and follow the workflow to Disable Default Locators that connect to ArcGIS.com

2. Go to http://support.esri.com/fr/knowledgebase/techarticles/detail/40802 and follow the workflow to Add the World Geocoding Service to ArcMap

This worked just fine for me, but you should probably note that using this service for batch geocoding will require ArcGIS online credits in the near future if not already. But if you are just using it for locational purposes inside ArcMap, I think it would probably work just fine. Also, I would recommend, if you have good local data, to build your own locator.

Good Luck,
