    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I work in a county real property office, mapping and maintaining parcel info. All of our filed survey/subdivision maps are converted to TIFF files, and work flow requires us to bring them into an ArcMap session on a regular basis. In earlier versions of ArcMap, we were able to use control points and they would neatly lie where we asked them to. Not so in 10.2.2. After dropping a few control points, the image shifts off of those points. &lt;/P&gt;&lt;P&gt;We can bring the map in by other means(using "fit to display", rotate and using a scale factor), but the control point method seemed to save a lot of time for certain applications... any ideas out there?&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
