Create A General Geocoding Service Using Geonames.org data

Greetings All,
I am trying to create a General Geocoding Service for city state and country. I am using data that I have downloaded from Geonames.org to create the service in a file geodatabase. I have tried it several times, where I am writing to a geodatabase on the server and to one on my desktop computer. Each time I get the same error message:

000042 : Failed to create the address locator.

Description
The address locator cannot be created.

Solution
Check that you have the following:

Permission to write to the disk or database
Enough disk space for the address locator you are trying to create
Valid network or database connection
Valid geocoding rule files
Valid address locator style

I have checked the folders on both of the machines I have tried to save it to and I have write permissions. Below are the parameters I have used for the the General City, State, Country geocoding service.

For the settings I used:
Feature ID: I have used both the GEOID and the OBJECTID
City Name: Name
State: State
Country: Country
Additional Field: I use Alternate Names

I am trying to do this in ArcCatalog 10.0 build 2414.

Does anyone have any suggestions?
