Unable to write inside TEMP environment variable path

Getting this error when trying to install PostgreSQL 9.0. Have tried everything from changing the environment variable path to disabling McAfee. Windows Script Host is installed. The log file is below. Vbs files ARE associated with Windows Script Host. This is on Win 2008.
