      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Delete failed: ???lock request conflicts with an established lock???&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;A layer owner is not able to delete it in an enterprise geodatabase as shown in the screenshots below:&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;[ATTACH=CONFIG]33989[/ATTACH], [ATTACH=CONFIG]33990[/ATTACH], [ATTACH=CONFIG]33991[/ATTACH]&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;The enterprise geodatabase accessed by the owner of the layer shows ???insufficient permissions??? as the ???disconnect user??? is selected&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;[ATTACH=CONFIG]33992[/ATTACH], [ATTACH=CONFIG]33993[/ATTACH]&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;What might be the issue here?
