Changing the FID order

Hi,
I have searched a lot about FID and learned that it is fixed and all...
Anyway, I have an application ("AnyLogic") that draws stuff from my shapefiles blindly following the FID and nothing else (I cannot change this behaviour). However, this requires me to edit shapefile-features such as lines in the order that I want them displayed in that other program. Whenever I "forgot" a line between, say, FID=12 and FID=13, there is no way to "squeeze it in".

How can I possibly change the FID numbers, assign new ones or re-shuffle them to my requirements???

It's works well with Desktop 10.0.

You can also make it in arctoolbox (data management>general>sort), version ArcInfo:
