    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Hello,&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;I am using ArcGIS 9.3 and I am having a problem with the georeferencing toolbar.&amp;nbsp; What I am doing is adding a jpg image to my map that already has a jpg image in it.&amp;nbsp; The initial jpg is georeferenced to my liking and what I am trying to do is georeference the new image based on like points with the old image.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;After I add a few control points I click the update georeferencing button and then I will start to zoom in and out to see how the image looks.&amp;nbsp; The problem is when I zoom in the new image overlaps the old image perfectly, but when I zoom out I noticed that in fact the new image is not close to matching the old image.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;So I tried rectifying the image to create a new file and the same thing happens.&amp;nbsp; Even tried doing this a second time with new control points and same thing.&amp;nbsp; Also I tried adding control points when zoomed out, and when I zoom in the image is completely off, all the while the the image is still off when zoomed out.&amp;nbsp; I tried all the transformations and none of them fix this.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;I was wondering why this is happening and if anyone else is having this problem.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
