It might be worth double-checking the C:\Windows\System32\drivers\etc\services file to make sure it has the correct name and port of your arcsde service...&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;My error was caused by I have installed ArcSDE 64 bit because (my server is in 64 bits) but I used ORacle 11G client in 32 bits.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
