Retain Anchor Locations When Moving Multiple Labels

1. I would like the ability to move multiple labels, but have each retain their anchor locations. Currently, everything moves together when multiple labels are selected and moved. There should be more label options that allow more control over the label geometry.

2. I would also like to see a function that 'expands' clustered and overlapping labels for easier label editing. This might be similar to how labels dynamically expand in the Silverlight viewer as you zoom in/out on clusters of points.
