idea Implement extended connection string syntax for Oracle 19c (Easy Connect plus) in Data Management Ideas

With version 19c, Oracle offers extended possibilities for database connection strings, as shown in the Easy Client Plus documentation. The Easy Connect plus syntax extends the Easy Connect syntax used in ArcGIS products with very useful features, such as e.g. the possibility to list multiple hosts for load balanced Oracle instances, such as in:

salesserver1:1521,salesserver2:1522/sales.us.example.com

To implement such functionnality today, one needs to use a tnsnames file. It would be nice to provide these extended capabilities with the more useful Easy Connect strings.
