Create triggers within SDE that would update the annotation BLOB when updating the TEXTSTRING or any other columns in an annotation table. Currently they are there only for human interpretation and you are forced to use ArcObjects to update a simple TEXTSTRING. Checking out a version, reconciling and posting, deleting your version and compression should not be required for such a simple change.

It should be dynamic! That is the point of annotations. I know it is likely harder to fix than I know but I find this so frustrating.
