I need help reprojecting shape files

Dear all,

I am currently working on a project about Mars. I have THEMIS Day IR layers for the basemap and have a nomenclature file which should be distributed throughout naming the craters etc. However this shape file is currently located in the centre of the map and distributed around 3 or 4 pixels. I cannot figure out how to "stretch" it so it covers the basemap rather than the central 2 pixels.

The Projected co-ordinate systems are both the same and they both have the same projection. I feel like the extent needs changing but am lost!
