topic Search and Sum Nearby to aggregate threshold values into New Feature in Business Questions

I am trying to figure out a way where I can take a numeric value that I have inputted into a say a point shapefile field, and then search for nearby polygons (say a block group file) until it reaches the total from the point field threshold and will create a boundary around it.

I am working with and advanced ArcGIS desktop 10.7 license as well as have access to to the Business Analyst Extension. There seems to be many tools with the BA extension, but none where I can specify which fields I want to match the threshold to (as i need to specify exactly what values to match to.)

So for example, say I have a point shapefile with value 10, and surrounding it are polygons with values 1,3,2,4,7,4,5, etc. I would like to search the closest polygons around the '10' that add up to it or take partials of the areas to reach that whole 10 value. But I must be able to specify by field which values to match to. Thanks in advances for your thoughts!
