I followed your video and created an attribute rule but i got schema lock error (000464). I know for sure that i was the only one using the data. it is Oracle SDE database.

i even got the same error message when i only populated a feature with a string constant "Test". so got be something else causing the problem.

I suggest you copy your data to a file geodatabase and do your development there.

but at end i still have to move the things back to enterprise database. do you have any suggestion on how to work with SDE database?

You said you are sure that no one else is on the db and yet you get a schema lock. Okay, then something else must be wrong. All I'm saying is it's easier to learn how to craft attribute rules without the overhead of an enterprise gdb getting in your way. Your call...
