ArcReader ECW image disappears

ArcReader ECW image will be a full display then it goes to half display then disappears. This person only has 8GB of memory. Could this be the issue?

The ArcGIS Desktop 10.8.2 Enhanced Compression Wavelet (ECW) Support Patch was after the December 9, 2021 release of ArcReader 10.8.2. Extended Patch Support for ArcReader 10.8.2 would appear to be good through Feb 2024 according to the ArcReader Life Cycle https://support.esri.com/en-us/products/arcreader/life-cycle

Published Map Files (PMF) created with Enhanced Compression Wavelet (.ecw) files in ArcMap with the .ecw patch installed fails to display in ArcReader 10.8.2.

The following link is to Esri Technical Support BUG-000151124: BUG-000151124 for ArcGIS for Desktop (esri.com) . The Status for this issue is "Will Not Be Addressed" which was confirmed by Esri Technical Support phone conversation.
