ArcReader 10.1 intiates Windows Installer before opening on Windows XP SP3

I have installed ArcReader 10.1 SP 1 on a clients pc (Windows XP SP3). When I try to open it, Windows Installer initiates and it tries to re-install the program. You can also not kill it by clicking cancel, you must kill it via task manager. See the attached screenshots.

I installed as an administrator and am running it as an administrator. Has anyone seen this before or know of anything within xp's registry that may need to be changed.

1. What happens if you let it run all the way through the process?
2. What happens if you repair the install, from control panel> programs>add/remove programs?

I never let it run all the way through. I figured it was looping, the longest I let it run was about 20-30 min. I've had many problems with ArcReader installs in the past, so instead of a repair, I uninstalled and reinstalled the software.

I also installed Windows Installer 4.5 with no avail and .Net Framework 3.5 is also on the PC.
