Hola Don,

In looking into this for you, the format of a .bmp is created when you export the pmf file out. The actual work flow after you have marked up the pmf file within ArcReader is to use the ??Export Markup? option from within ArcReader??s toolbar. This will send the file out to a PMFINKX, which you are able to import it into ArcMap and view it there. Please let us know if you have any further questions or issues. Gracias, Don!

Using Export markup

Steps:
1. Click Export markup to create a markup file (.pmfinkx) containing all the markups in the active view.
2. Choose the output location for the file along with a name and unique string.
Tip:
1. The active view is the layout view or active data frame.
2. When the markup file is imported into ArcMap, the ArcMap user will see the string listed on the Publisher toolbar.

About ArcReader Markup
http://resources.arcgis.com/en/help/main/10.1/index.html#//000s0000000v000000

Import ArcReader Markup
http://resources.arcgis.com/en/help/main/10.1/index.html#//000s0000000w000000
