Lengthy form in ArcPad 10

I'm trying to create a survey with about 250 questions in ArcPad 10. There are a number of tabs, but I want to add as many questions as I can within each tab so I will end up far fewer tabs for the user to go through.
Normally you would expect a lengthy form to scroll in PDA if it is too long for the screen. But the custom forms I create in ArcPad 10 just ignores the extra fields beyond the screen and scrolls only a tiny bit. These extra fields are hidden and cannot be accessed.
Did anyone come across this or can shed any light on this?

What device are you trying to implement your survey on? 250 questions is a lot for any data collection application, and have you considered that the device hasn't got a screen that is adequate for the job rather than the cramming data onto the forms?

Are there any fields that can be automatically filled based on other results? Or any that can be skipped because of survey workflow?

I can't tell from the entry if you are experienced in ArcPad or not, but feel free to respond if you want to bounce any ideas around.

My suggestion is to just create the form in a separate program using Microsoft Visual Studio and reserve ArcPad just for the location information.

Given the current state of ArcPad 10 Studio, I would rather do the whole development in Visual Studio. Would it be possible to do that with VS (map with form) without using ArcGIS Mobile or Arcpad Studio?
