I have used IWorkspace.ExecuteSQL method to do the same using "ALTER USER ARCFM IDENTIFIED BY ARCFM123 REPLACE ARCFM" statement. I Could change the password succesfully but need to restart ArcCatalog for the new password to take effect if the Database is already connected after ArcCatalog is loaded.
