    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Dear Friends,&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; I am using ARCGIS 9.3 version and .net Sdk.&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN&gt;I wand to develop some tools using axMapcontol, axTOCcontol, aToolbarcontrol -- Is it possible with the .net Sdk or not?&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; If I want to develop tool using this, what to do?       <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Engine was designed for developing standalone applications.&amp;nbsp; In later releases, the ArcGIS Runtime supersedes Engine.&amp;nbsp; These technologies require licenses to use.&amp;nbsp; If you want to develop standalone applications and don't want to pay for licenses then you probably need to look at open source software and not ESRI.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;If your application can be an add-in, i.e. not the main UI, then you can use ArcGIS Explorer which is free.&amp;nbsp; If you have a desktop license then you can also develop an add-in for it as well.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;axMapcontol, axTOCcontol, axToolbarcontrol all require an engine developer license.&amp;nbsp; This annoys me to no end since I have a pool of 26 arcinfos and 6 ArcViews and I still need to buy engines sdk license for each machine that are used (each developer + build servers.)&amp;nbsp; and they cannot be put on a license server, that even if engine is 10% of what our developers do.&amp;nbsp; You can build your own map control though with Arcgis desktop, I think someone (Neil?) had posted a link on how to do this back in 2011...&amp;nbsp; (maybe the old forum)&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;A href="http://forums.arcgis.com/threads/27892-.NET-ArcEngine-application-using-Desktop-license-not-working?p=94037#post94037"&gt;http://forums.arcgis.com/threads/27892-.NET-ArcEngine-application-using-Desktop-license-not-working?p=94037#post94037&lt;/A&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
