I am new to GIS software. I need to use USGS maps as the background layer in my arcobjects.net mapcontrol. In my old custom software I used tiles that were downloaded with GMDL. I've still got all the tiles but I can't figure out how to load a jpg and set the geolocation of the corners, OpenRasterDataset(name) returns an object with read only extent so it must be assuming a georeference in the file that I don't have.

Any suggestions on how to get maps that I could load, or how to load the jpgs that I've got would be great. Note that in the final application the computer will not be connected to the internet so I can't use on online image service.

Thanks.
