VB Express 2008 ArcMap Add-in Creation Error: "Method not found..."

Hi Guys,
I need some help. After going through the of pain convincing our IT department I need VB Express 2008 and the ArcGIS 10 .NET SDK on my PC: I get the following error when trying to create any desktop add-in using the Desktop Add-In templates provided in VB Express 2008:

"Method not found: 'Void System.Collections.ObjectModel.ObservableCollection`1..ctor(System.Collections.Generic.IEnumerable`1<!0>)'."*

I get it for all the add-ins (ArcCatalog/ArcMap/ArcScene/ArcGlobe).

Some of the things I got IT to try and fix it:
* re-install the SDK
* uninstall SDK, VB Express 2010 (previously installed) & VB Express, restart, reinstall only VB Express 2008 and SDK
* uninstall SDK, install ArcGIS 10 desktop SP2, reinstall SDK

The error remains and (obviously) the IT guys have no idea, so I'm stuck!

Any ideas/help will be appreciated. Please keep in mind I do not have admin rights on my PC and need to get the IT guys out to make changes/installs etc.: so I do not have unlimited opportunity to mess around and try different things.
