It has been a long time. I don't think there is anything to add or do (other than a complete ArcGIS install) if you are developing inside an existing Arc product. In your VS2022 project, Add a reference, then open Assemblies->Extensions and find all the ESRI dlls in there that you can reference and use.

For standalone applications, you have to install ArcGIS Engine, then one of the licenses you can get is the ArcGIS Engine Developer Kit. This will allow you access to controls that would take the place of ArcMap.

My info may be only for older version of ArcGIS (10.8 or prior).
