The spatial reference is currently WGS 1984, and I need it to be Illinois West FIPs. I've tried the Project Raster tool, but it has failed three times now. I thought maybe it was the size, so I clipped the raster. The projection does not fail, but no attribute table is built, and the raster just comes out in grey tones as stretched.
