topic Change Spatial Reference on pitem file in ArcMap Questions

I am working with the USA SSURGO - Farmland Class data (https://www.arcgis.com/home/item.html?id=9708ede640c640aca1de362589e60f46) in ArcMap. The spatial reference is currently WGS 1984, and I need it to be Illinois West FIPs. I've tried the Project Raster tool, but it has failed three times now. I thought maybe it was the size, so I clipped the raster. The projection does not fail, but no attribute table is built, and the raster just comes out in grey tones as stretched. I do not usually work with rasters, and I've never encountered at pitem file before, so any help how to get this file in the correct projection would be greatly appreciated.
