Label Manager Not Responding

I have a layer with points labeled by feature class. At one point I was moving individual labels through the label manager by changing placement properties. Now I opened the map and any edits I make through the label manager aren't displayed on the map. Unchecking the label doesn't turn it off, changing a placement property doesn't actually move the label, etc.

For some reason only the one shapefile is shown in the label manager. I can change placement by going through the layer properties and the label tab there. I have another map with the same layer and different data I am displaying that doesn't seem to have this issue. I've tried opening and closing arcmap, saving to a different map, and verified the labels weren't converted to annotations. What could be causing this disconnect between the label manager and the layers?
