    <description>&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I am a new user to arcmap. I am using it to create very basic severe weather warnings for a research project.&lt;/P&gt;&lt;P&gt;I am using the default "world terrain reference" as the base map and I want to keep the size of the labels&amp;nbsp;on map (like city names) big and visible on the final layout. I tried to achieve this by setting the reference scale of the data frame. However, this does not work. As I zoom in and out, the base map still changes its label sizes and level of detail instead of locking to the reference scale.&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;Any help would be appreciated!&lt;BR /&gt;&lt;BR /&gt;&lt;/P&gt;</description>
