I am using it to create very basic severe weather warnings for a research project.</P><P>I am using the default "world terrain reference" as the base map and I want to keep the size of the labels&nbsp;on map (like city names) big and visible on the final layout. I tried to achieve this by setting the reference scale of the data frame. However, this does not work.
