ArcMap won't load; instead brings up "Identify" window

My colleague has ArcMap 10.8 and when he tries to open ArcMap (not an mxd specifically, but just when he clicks on the ArcMap logo in the Windows menu) it does not load. Instead it shows the ArcMap logo screen and then identify tool shows up (see screenshot). After about 30 seconds of the curser spinning it all shuts down. I have never seen this happen before so I have no idea what to do. Any thoughts? Thank you!

Hello Claire,

Try repairing his copy of ArcMap. Download the installation file for ArcMap 10.8 then run the install, when it asks you what you want to do with the install, choose "repair". Then proceed to with the install. This should fix any issues.
