dynamic text no gaps in lines if one line not displayed

I am trying to set up a dynamic text for reading data from DDP. will have 4 lines. depending on the DDP some lines might be empty and not showing anything. In that case i was the next line to take its place and have no gaps in between lines. See below an example

COUNTY OF

DISTRICT

PARISH

DRAWING

if parish does not exist want this to look like

COUNTY OF

DISTRICT

DRAWING

if nothing exist then only DRAWING should be shown (this is only text ) on the top, where COUNTY OF would normally be placed.

Set up label rules.

example only show the four line label if all four fields are not null.

For the 3 line labels set on of for each possible occurrence if necessary.

line1 is not null and line2 is not null and line3 is null and line4 is not null

etc...

Hi Robert

i am using 10.3. This is what i am getting. All i need is the last line to get the place of the previous one if no entry exist.
