authorize new windows licence server?

Once again I find myself struggling with authorizing a new ArcGIS Windows license server...
I have 'deactivated' the old server online. I cannot find a way to produce the codes necessary to bring the new server online. The licensing portal will not allow me to proceed with provisioning new (10.1-10.6) 2018.0 server codes. I've never successfully moved a license server in almost 15 years, yet I had no issues with using similar software for other manufacturers. Frustrating.
