    <description>&lt;P&gt;With the release ArcGIS Workforce in Enterprise 10.9.1, field users now have the ability to use their Workforce projects off-line.&amp;nbsp; Unfortunately, with this same release, ESRI has taken away the Classic Workforce feature that allowed users to work &lt;U&gt;online&lt;/U&gt;.&amp;nbsp; I wish I had known this before undertaking the headache of migrating all of my projects and assignments to 10.9.1.&lt;/P&gt;&lt;P&gt;In my opinion, the work offline feature adds more work to both the field worker and the GIS manager.&amp;nbsp; Field workers want to do their jobs with as little interference from IT-related tasks as possible.&amp;nbsp; GIS managers want to also be efficient getting this technology out to the field workers.&amp;nbsp; If field workers don't need to work offline, don't force the GIS manager to have to configure all projects, maps, and layers to work offline.&lt;/P&gt;&lt;P&gt;Provide an ArcGIS Workforce option to have a project work online or offline.&lt;/P&gt;</description>

      <description>&lt;P&gt;Agreed, the headaches I've been going through trying to get things working for a project using one of our OpenData layers simply as a REFERENCE in a map is wild.&lt;/P&gt;</description>
