    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Arc 9.3.1&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN&gt;JTX 9.3.1&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;The first time a user opens up their job - the table of contents is normal. The second time the user opens up their job - the table of contents does not show up, no tabs appear. Closing the TOC and reopening the TOC does nothing.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;The only solution is to delete the normal.mxt or delete both the C:\Documents and Settings\user\Application Data\ESRI folder and the C:\Documents and Settings\user\Local Settings\Application Data\ESRI folder.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Unfortunately the users aren't so thrilled about resetting their toolbars. And they certainly aren???t thrilled with having to delete the normal.mxt.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;The TOC problem does not happen every time with every user and I cannot pinpoint any specific regularities.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;A complete reinstall does not correct the error. &lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;According to ESRI... It is not possible to have ArcMap look for the normal.mxt in a different location.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
