    <description>&lt;P&gt;We have a new ArcGIS Enterprise 11.1 implementation on Azure with a separated federated server for ArcGIS Workflow Manager 11.1. We initially loaded the wroing WFM licence on our ArcGIS Server (ArcGIS Workflow Manager ('Classic')) but have now replaced this with an ArcGIS Workflow Manager Server Standard licence. We have 3 named user 'add-on' Workflow Manager licences on our Enterprise portal and have asssigned one of these to our test user. We can successfuly create a new workflow item, however immediately after creating a workflow item we get the error message below 'Current user is not licensed to access Workflow Manager server. Please contact your Administrator'. This also hapens if we click to open one of the workflows created.
