We build them in ArcGIS Portal and draw in the custom eDraw widget. However, the resluting measurements default to WKID 3857 (WGS84). Our data, and more importantly, what ground-truthing tells us, is in WKID 2273 (NAD 1983 State Plane South Carolina...).
