About Widget - Edit by User

I have a client who would like to be able to edit content in the About Widget -- to be able to add notes, links etc -- while viewing the web app. Would it be possible to customize the About Widget this way? Or create another widget with such capability?

the requirement is a bit vague. Does your client want to edit the about widget so that subsequent use for himself or ALL other users will view the new content?

Why only in that widget? What about creating a editable feature class and edit using the smart editor widget?

What about the draw widget?

Yes, client wants to be able to add notes, links (to websites, presentations, google sheets with data) etc so it will be saved for future visits and for others to see.

Doesn't have to be about Widget, but I don't find anything else that does what I want. Draw widget is only single visit, if I am not mistaken. A editable feature layer is a work-around, but I think a bit awkward.
