when updating Map reference I don't see all the layers in the list to repoint widget

I created a copy of a webmap and a copy of the Web Application pointing to it so can experiment with changes.

After I repoint the map, 4 widgets need to be repointed to the data sources.

There's one particular layer that is not showing up in the list of layers to use for the widget and I'm trying to get a better understanding of what determines the layers that are available in the list. I've highlighted two layers listed in the service that don't show up for the widget.
