Odd behavior in Header Controller in WAB 2

Does anyone else see this?

In WAB, add some GP widgets to the Header Controller. Make at least two "groups" of Widgets. Set one group to Open All in Panel, the other to Show Drop Down:

With this setting, one can activate both groups, and one overlays the other, which is confusing to end-users.

Set both to Open in Panel. Correct Behavior, only one panel can be opened at once (click on, the other minimizes).

Set both to drop down. Click one, it expands. Click the other, the first one minimizes but the second one...nothing. Have to click it again.

Is this default behavior?

This sounds like a FEATURE that needs to be reported to tech support.
