I tried one option in the past, you need to publish the extract layer tool (the one that we used for geocortex workflow) as a geoprocessing tool, then Enter the URL of a geoprocessing service as shown

But why there is no way to publish the tools on cloud (ArcGIS Online), Majdoleen?

It seems that this option is not available yet, i tried it and end with the same error appear on your screenshot, but why not to try it using portal for arcgis on your machine and try to build the WAB on the portal and consume the service, I will try this myself and get back to you.

You can publish the geoprossing tool to Arcgis server following the steps below after run the tool successfully:

1. Make sure that the Arcgis server connection is set to administration connection as shown below:

2. Right click on the server connection and select publish the geoprossing tool as shown:
