It will be coming when the JS API supports 3D and this is projected for JS API 4.0

Hi Alexa,

Robert's answer is correct. Just to add onto his response, the ArcGIS API for JavaScript v4.0 is currently (or soon will be) in beta. Targeted final release is planned for summer 2015, around the Esri UC timeframe. Therefore, Web AppBuilder for ArcGIS won't support 3D capabilities until the next ArcGIS Online update which includes the JS API v4.0 reference libraries.
