For those who have already created Web App Builder applications, a 4x builder would allow us to use the new features of Web App Viewer Beta.

They did. It's called ArcGIS Experience Builder.

Just as John mentioned, the new generation of WAB with the new API is the Experience Builder, which also eliminates the map as a centric component - it's a whole different architecture with the newest JS technologies.. which is why it's easy to miss as the new generation of WAB

@shaylavi do you know if there is a resource that gives correlation from the WebApp Builder Widgets to the 4x environment? Either with Experience Builder or with the new Configurable Apps?

I don't believe there's a comparison list, but you can follow Jianxia to get updates on their progress and further details.
