Graphics layers appear to be the fastest and then the dynamic server layers are slower because they are waiting for the identify results to return. Again this is just my observation. I have several features that overlap, all with Popup's enabled. I assumed that the order would be based on the order of the layers in the map, but this doesn't seem to be the case.
