Changes to XML not being seen

When I make a change to the config of the core applications or soemtimes to a widget, e.g. esearch, the changes don't always appear. I have IE9 and am using viewer 3.1. I have cleared my browsers cache, cleared the "Flash Cache" by navigating to http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager07.html and right-clicked on viewer application, right-clicked, chosen setting and set local storage to none. All to no avail. Any suggestions?

Do you always close all browsers that you have open, and open up your browser from scratch, to ensure you are not using the old xml

Yes, and this is a Windows 7 Box with IE9. On my old Windows XP box with IE8, I could simply open a new tab and see the changes. However, on the win7 box, even closing the browser altogether does not seem to load the new config.

Have you looked at the config file on your server with a text editor to ensure that the changes are being made?

I have seen Flash Builder not "update" config files before. Normally a clean will do it, but I have had to delete my project and re-build before to see certain changes (and restart FB).
