Ok, I just had a chance to take a gander at Robert's eSplash Widget. You can move it around! it's a floating window! this will work for me. Unless someone else has a better idea?

Thanks again, Robert, for bailing me out!

I need a Text or Info Box (floating) that a user can drag around the map window. This Text Box would contain brief written instructions on how to do a specific procedure. It would not change. It is just there for user reference and can be moved around out of the way if needed (floating).

I do not want to use the Splash Screen because it will annoy my users because they need to click ok all the time before they use the application. I just need something they can see when they first open the UI, but can still use the map viewer without having to click OK.

Is there a widget out there that can do this?
