topic Symbol Rotation in ArcGIS Viewer for Flex Questions

In the MXD as well as the MSD I have Valves rotated based on a SYMBOL_ROTATE field in the valves attribute table. When I add the Valves as an Operational OR Basemap Layer to Flex the symbol rotation goes away. Any ideas on why symbol rotation is not recognized in Flex? is there a section of code I need to modify in the config.xml?

If you bring in the symbol layer that is rotated as a dynamic layer the rotation is recognized. I tried this with 3.0.
