    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;I want the basemap I am using to turn off at the same scale a particular layer in the map is turned on. Whenever I try to set values for the display levels, the basemap disappears. I have not found much info on how to accomplish this. Any help?&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

I'm not sure what levels the basemap is cached at, so I tried setting the 'Display Levels' value at 100000 and 50000. I also tried 0,1.&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
