Map Switcher Widget - Prevent Reordering, turning on and off,

Is it possible to prevent users from reordering, changing transparency, or turning layers on and off in the Map Switcher?

I would prefer not to use it, but, have to have it enables so the stock legend widget will update. I also cannot use the other legend type widgets.

Surely you know the answer to this is no if you are not using the source code right? If you do have access to change the source code than you can just change the code of the opLayersButton to make its visibility always false.

I was 90% sure that was the answer, but just wanted to make sure before proposing switching to the Dynamic Legend Widget. Cannot change the code, so I am going with the latter.
